国際アジア共同体学会は、東アジア共同体構築に向け、東アジア共同体評議会（初代会長･中曽根康弘元首相）とともに、トラック２研究団体として活発な学術啓蒙活動を展開してきました。その活動の延長上に私たちは、地域統合を推進する政策提言機能を主たる役割とし、アジアに翔く指導的人材を育成しながら、実践的政策知を社会に還元させる脱国境型の高度政策研究機関を発足させました。ＧＡＩＡは、同機構の英文名、Global Asia Institute for Research Allianceの簡略称を意味し、同時にガイア（地球）の持続的発展をも象徴しています。
ＧＡＩＡ機構は、個々の研究者の狭い専門的な学会交流の場を超え、実践的なシンクタンク機能を主軸に、三つの目的をその使命とします。一つに、アジア共生と地域統合推進の政策提言機能、二つに、共生アジアの指導的人材を育成し有識者市民各層の啓蒙教育機能、三つに、共同研究成果を広く社会に還元する社会的機能、です。
そのため、機構内にＧＡＩＡ研究院(グローバルアジア研究院)を発足させ、2016年文部科学省より国家認定研究機関として正式承認登録を得ました。同時に、国連社会経済理事会（ＥＣＯＳＯＣ）ＮＧＯ国際諮問機関の資格取得を予定しています。また市民有識者塾「霞が関グローバルアジア中国塾」を発足させ、第三期目を迎えています。さらにＩＳＡＣ機関誌『グローバルアジア・レヴュー』の季刊編集発行を担当し、さらにＧＡＩＡ研究院とＩＳＡＣとの共同プロジェクト成果の一端を、『東アジア連携の道をひらく―脱炭素社会・エネルギー・食料』として花伝社より出版しました。
シンクタンクと有識者塾と社会還元機能――この三つの先に、21世紀アジアが抱える最大の政策課題、低炭素社会、エネルギー、食料を軸にしたアジア共同体の制度設計を主軸に共同研究を進めます。そのため、環境食料関係産業界との連携を強め、産学研連携を図り、域内外の国際機関や研究教育機関の協力を得ながら、半官半民の「東アジア低炭素エネルギー食料共同体委員会」発出につなげる道を切り拓きたく思います。
教育啓蒙プロジェクトとしての霞が関グローバルアジア中国塾は、資格認定制度を設立発足させ、非国家学歴型「グローバルアジア大学院」への進展も視野に入れてまいります。
アジアの指導的人材を育成し、独立シンクタンクの研究成果を最大化し、低炭素・エネルギー・食料を軸にグリーンアジアの構築を進めること。
覇権国家中心のグローバリズムのリスクに対して、アジア域内のウインウインの地域協力の制度化を進め、地域産業と市民社会を活性化させる。その目的の実現のため、志ある諸氏姉の支援協力を祈念し、21世紀次世代へとＧＡＩＡの使命を託す所存です。
Establishing GLOBAL ASIA INSTITUTE OF RESEARCH ALLIANCE/GAIA Foundation
The East Asian Community is evolving with strength in the 21st century of Asian Power. The global digital revolution has shaped history as well as geography through the closer interdependencies among peoples and nations in the Asia Pacific, with the historic moves toward the symbiotic regionalization.
We have determined to establish a cross-border policy research institute which could function as an think-tank to disseminate our ideas as well as an professional school to nurture Asian-wide leaders. Our basic philosophy is to promote the current processes for “One Asia”.
We are to mold an epistemic community in the region, to invest the leading human capitals to raise an Asian identity with the common interests. We have engaged in the academic and enlightening activities as well as in those of policy proposals as the “track two” diplomacy , based on ISAC (International Academic Society for Asian Community) collaborating with the Council for East Asian Community (its first chairman is Ex-Premier Yasuhiro Nakasone).
We are emulating the history of the College de Europe in Bruges, the forerunner of the movements for One Europe. Hence, we appeal to all those interested in contributing an intellectual investment in the future of East Asia to deliver small in order to develop grand, and to develop the activities of Global Asia Institute of Research Alliance to promote the movements for One Asia.
